The Governor’s proposed budget released earlier this year estimated that the state faced a $9.2 billion budget deficit for the fiscal year 2012-13. The May Revision that Governor Edmund G. Brown Jr. issued May 14, however, estimates that the problem has increased to $15.7 billion as a result of reduced revenue, higher education costs and decisions by the federal government and courts to block certain budget cuts.

The portion of the May Revision dealing with CDCR begins on page 61. The part of the revision that calls for retaining the Division of Juvenile Justice, while making cost-saving changes in its operation, begins on page 64. And the portion of the revision dealing with state employees – and the proposed changes in their work hours and their compensation – begins on page 84.
