Governor Edmund G. Brown Jr. has tapped four longtime California Department of Corrections and Rehabilitation employees to serve as wardens.

Clark Ducart

Clark Ducart, 53, of Crescent City, has been appointed warden at Pelican Bay State Prison, where he has been acting warden since 2014 and has served in several positions since 1989, including chief deputy warden, correctional administrator, correctional captain, staff services manager, correctional lieutenant, sergeant and officer.

He was a correctional officer at San Quentin State Prison from 1986 to 1989.

Scott Frauenheim

Scott Frauenheim, 45, of Hanford, has been appointed warden at Pleasant Valley State Prison, where he has served as acting warden since 2013.

Warden Frauenheim held multiple positions at Avenal State Prison from 2009 to 2013, including chief deputy warden and correctional administrator.

He was facility captain at the California Substance Abuse Treatment Facility from 2007 to 2009 and at Kern Valley State Prison from 2006 to 2007.

Warden Frauenheim held multiple positions at the California Substance Abuse Treatment Facility from 2001 to 2006, including correctional counselor supervisor and correctional counselor specialist.

He held multiple positions at Pleasant Valley State Prison from 1997 to 2001, including correctional counselor and correctional officer. Frauenheim was a correctional officer at Ironwood State Prison from 1994 to 1997 and at the Richard A. McGee Correctional Training Center in 1994.

Joe Lizarraga, 51, of Fair Oaks, has been appointed warden at Mule Creek State Prison, where he has served as acting warden since 2013.

Lizarraga was chief deputy warden at Mule Creek State Prison from 2011 to 2013 and held multiple positions at California State Prison, Sacramento from 2008 to 2010, including acting chief deputy administrator and associate warden.

He was associate warden at the Deuel Vocational Institution from 2006 to 2008 and was a correctional captain at the California Department of Corrections and Rehabilitation Division of Correctional Health Care Services from 2005 to 2006.

Lizarraga held multiple positions at the California Medical Facility from 1996 to 2005, including correctional captain, lieutenant and employee relations officer.

He was a labor relations specialist at the California Department of Corrections and Rehabilitation Office of Labor Relations from 1995 to 1996 and held multiple positions at San Quentin State Prison from 1986 to 1995, including correctional sergeant and officer.

Timothy Perez, 49, of Chino, has been appointed warden at the California Institution for Men, where he has served as acting warden since 2013.

Warden Perez was chief deputy warden at California State Prison, Corcoran from 2012 to 2013 and held multiple positions at the High Desert State Prison from 1995 to 2012, including associate warden, captain, correctional captain, lieutenant and sergeant.

He was a correctional sergeant at the California Correctional Center from 1994 to 1995 and a correctional officer at Pelican Bay State Prison from 1992 to 1994.

Warden Perez was a correctional officer at the California Rehabilitation Center from 1987 to 1992.

The appointments do not require Senate confirmation.
