CDCR has launched the Strategic Offender Management System (SOMS) software at the three California women’s institutions — Central California Women’s Facility, Valley State Prison for Women and California Institution for Women — and various headquarters locations. SOMS will replace more than 40 aging electronic and paper systems that are becoming increasingly difficult and costly to maintain.

For the first time in CDCR history the department will have a unified, automated system for tracking offender assessments, case management plans, and other data. This will allow custody and program staff to better manage the offender population, which should lead to reduced recidivism.

This initial release includes automation of the inmate intake, movement and count processes. CDCR expects to deploy SOMS to men’s adult institutions in the summer of 2011. Additional information-sharing capacity will be implemented at all institutions over the next two years.
