Gov. Edmund G. Brown Jr. has appointed a deputy director for CDCR’s Office of Research and a warden at the Correctional Training Facility (CTF).

Glen Wayne Babby has been appointed deputy director of the CDCR Office of Research, where he has served as acting deputy director since 2013.

Marion Spearman has been appointed warden at CTF in Soledad, where he has been acting warden since 2012

Deputy Director Babby was a technical project manager at the CDCR from 2010 to 2013 and was branch chief of California Child Support Automation System Operations at the California Department of Child Support Services from 2005 to 2010.

He was a network manager at the California State Teachers Retirement System from 2004 to 2005 and an applications manager at the California Youth Authority from 2001 to 2004.

Deputy Director Babby was a public information and production support manager at the California Department of Consumer Affairs from 2000 to 2001 and served in multiple positions at the CDCR from 1994 to 2000, including assistant chief of support, parole and community services, administrative assistant to the deputy director of administrative services and research analyst.

He served in multiple positions at the California State Treasurer’s Office from 1991 to 1994, including assistant treasury program officer and junior staff analyst.

Warden Spearman has served in multiple positions since 2011 at CTF, including acting warden and chief deputy administrator.

He served in multiple positions at Pleasant Valley State Prison (PVSP) from 1994 to 2011, including correctional administrator, facility captain, correctional lieutenant, sergeant and officer.

He was a correctional officer at Mule Creek State Prison from 1987 to 1994.

He earned a Master of Science degree in criminology from Fresno State University.
