Gov. Edmund G. Brown Jr. has appointed David Baughman warden at California State Prison, Sacramento, (CSP-SAC) where he has been acting warden since 2016.
Gov. Brown also appointed Michael Ruff, a former CDCR official, to the Board of Parole Hearings.
Baughman has served in several positions since 1991, including chief deputy warden, associate warden, correctional captain, correctional lieutenant, correctional sergeant and correctional officer.
He was a correctional officer at California State Prison, Solano from 1990 to 1991 and at the California Medical Facility from 1989 to 1990.
This position does not require Senate confirmation.
Ruff has been a retired annuitant special agent reviewing high-security inmate conduct on the CDCR Special Projects Team at the California Department of Corrections and Rehabilitation since 2013. He was a special agent in charge at the California Department of Corrections and Rehabilitation Office of Correctional Safety (OCS) from 2007 to 2013.
He was senior special agent at OCS from 2003 to 2007, acting as a gang interdiction specialist and liaison with federal, state and local law enforcement.
At Deuel Vocational Institute, Ruff was a captain from 2001 to 2003 and was a lieutenant from 1998 to 2001.
At San Quentin State Prison, he was a sergeant from 1994 to 1998 and he was a correctional officer from 1986 to 1994.
He served as a senior airman in the U.S. Air Force from 1982 to 1985.
